As mentioned, Levy has the means to drive people to a brief moment of insanity just being around him while he's using his Mania specifically to drive people insane. It really is just giving into heightened emotions at that time - violence, fear, what-have-you. Unlike S-Rank Sinners, he can't affect a city block. A person has to be in his immediate vicinity for it to work. Once they leave his area of influence, the insanity will fade away, too.
This isn't something that I plan really to have him do that much since he has control over his emotions and his Mania. But! If there is a chance that it might come up, or it seems like it'd be fun - I thought I'd throw down a permissions for those that'd like to experience it and go ham!
